Facilitator: Maren Niemeyer, ARTE, Germany

This workshop seeks to discuss feminist demands on German and European foreign and security policy using German security policies as they are embedded in the European Security Strategy as a point of departure. A written position prepared by the working group on peace, security policy and civil conflict management will provide the basis for the discussion. Particular attention shall be paid to the perspectives offered by representatives from the South, as they are in certain circumstances most potentially affected by European security policy.
The position paper raises the following questions:

  • What are the main challenges posed by European foreign and security policy? What implications do the proposed strategies and the EU constitution have for gender policy? What global ramifications do these strategies have?
  • How should these strategies be assessed?
  • Which instruments and approaches for implementing a gender perspective are there and which have been effective? What (new) strategies appear to be reasonable/sustainable? Where can problems and deficits be identified and what counter-strategies can be proposed?
  • Which human rights and international law norms are relevant from a gender perspective and what role do they play?
  • To what extent does the UN reform process play a role here?
